Operation of Small Unmanned Aircraft Systems over People

The FAA has given notice today of a proposed rulemaking to allow for drone flights over people and at night.

The FAA proposes to amend its rules applicable to the operation of small unmanned aircraft systems (UAS). This rulemaking would allow operations of small unmanned aircraft over people in certain conditions and operations of small UAS at night without obtaining a waiver. It would also require remote pilots in command to present their remote pilot in command certificate as well as identification to certain Federal, State, or local officials, upon request, and proposes to amend the knowledge testing requirements in the rules that apply to small UAS operations to require training every 24 calendar months. This proposal would be the next phase in integrating small UAS using a risk-based approach. These amendments would allow expanded small UAS operations and reduce the knowledge testing burden on the remote pilot in command certificate holders.

  1. My Mother’s home is in Maryland Heights, MO but she is now in a building called Cedar Hurst in St. Charles, MO. While I spend the night in Maryland Heights, I have seen a drone coming across the 270 Highway and I believe it to be a man who is an individual who lives in Bridgeton, MO who is doing this. I spoke with a Bridgeton Police Officer who told me that they don’t do anything regarding drones. If that is so, I guess individuals with drones are having a good time looking into peoples windows and whatever else they do. I wake up with heat on my body and a red face. He seems to like putting something in my mouth, somehow putting heat on my chest, my crotch, my knees and my ankles. That is the treatment which I get EVERY SINGLE NIGHT that I am here! Last night I stayed with my Mother in St. Charles. The floor became so very HOT that I couldn’t stand on it. When I was watching outside the window last night, I saw a drone going around the building we were in and, soon after, the heat went away for the short term. If Police Officers do not arrest those doing whatever they want to do, what are individuals to do? I am here to be with my Mother not some CREEP! Also, why is it that Police are not arresting them??

  2. Today, my wife and I saw a drone hovering over our back yard. Is this legal. This is not the first time. Thanks

  3. I think this is great. I would love to record sporting events like boat races, fishing events and other outdoor events. As long as a. Person uses some discretion and doesn’t bother the event, I think it would be fantastic.
